Local Control and Accountability Plan (LCAP) Every Student Succeeds Act (ESSA) Federal Addendum
Within California, local educational agencies (LEAs) that apply for Every Student Succeeds Act (ESSA) funds are required to complete the Local Control and Accountability Plan (LCAP), the LCAP Federal Addendum Template (Addendum), and the Consolidated Application (ConApp). The LCAP, in conjunction with the Addendum and the ConApp, serve to meet the ESSA LEA Plan requirement.
Learning Continuity and Attendance Plan (LCP)
Governor Gavin Newsom issued Executive Order N56-20 in April 2020 which amended the process, timeline, and implementation of the Local Control Accountability Plan (LCAP). Senate Bill 98 approved by Governor and the Legislature in June 2020 established California Education Code 43509 which suspends the development of the LCAP and requires the development of the Learning Continuity and Attendance Plan.
The Learning Continuity Plan memorializes the planning process already underway for the 2020–21 school year and includes descriptions of the following: addressing gaps in learning; conducting meaningful stakeholder engagement; maintaining transparency; addressing the needs of unduplicated pupils, students with unique needs, and students experiencing homelessness; providing access to necessary devices and connectivity for distance learning; providing resources and supports to address student and staff mental health and social-emotional well-being; and continuing to provide school meals for students.

Local Control Funding Formula (LCFF) Budget Overview for Parents
California Education Code (EC) Section 52061.1 required each school district, county office of education (COE), and charter school (LEA to develop the Local Control Funding Formula (LCFF) Budget Overview for Parents in conjunction with the LCAP by July 1 of each year.
